Russia’s aggression against Ukraine is a game-changer on many levels. One of the most visible and impactful consequences of the war is occurring in the domain of energy. The disruption of the flow of hydrocarbons from Russia has put Europe in a situation where the continent is faced with the double challenge of maintaining energy security while also living up to its commitments to address the climate crisis. The – sometimes novel and unorthodox – measures and policies that are being adopted in this context are likely to have long-term repercussions that are not limited to the energy field. Amongst others, political and economic changes linked to energy could lead to major shifts in international trade, geopolitics and global efforts to address climate change.


To better understand the connection between short-term crisis responses and long-term implications across various policy domains, this FEPS roundtable is adopting a foresight approach. Participants are asked to reflect on key questions over a 10 years’ time-horizon with a focus on elements of continuity and discontinuity, possible emerging trends, main uncertainties, potential wild cards, as well as implications for the EU. The roundtable’s proceedings will inform a report aiming to help policymakers identify the long-term implications of the war in Ukraine and adopt a strategic approach to the current challenges.

The meeting will take place on 27 September (Tuesday), from 12:30 to 17:15, at FEPS headquarters located on Avenue des Arts 46, 5th floor, 1000 Brussels.

This event is part of the Foresight series ‘The long-term implications of the war in Ukraine‘, which was launched in partnership with the Renner Institute and the Olof Palme International Center. Its objective is to reflect on the mid-to-long-term consequences of the conflict at Europe’s doorsteps. This project consists of a series of high-level expert roundtables, each addressing the impact of the war in Ukraine on distinct aspects of the international agenda and the international order at large.
